Like a conductor who cannot or will not lead the band to make music.
Eventually, the band will get up and leave, going their own way. Congress
in its division, which keeps it from supporting Constitutional law in any
coherent way, will cause the various agencies it is supposed to govern
to "walk away" from the Constitutional and professional unity they had
to go for themselves. This means that the armed agents will become
a danger instead of a benefit to society.
