They're using hypnosis to further their schemes, and they've been at it
for many decades. By post-hypnotic suggestion, they'll use people
as "spies" to report what they've seen or heard during
their day. They can also use these "captives" to destabilize
their detractors, etc. These "spells" can be made long-lasting by
the simple expedient of having their victims self-hypnotise periodically.
