The difference between an administrative warrant and
a judicial warrant is that an administrative warrant is
signed at the whim of the administrators, while a
judicial warrant requires that an article 3 judge find
"Probable Cause" before the warrant can issue.
Officer says: "I just want to go in and look around."
The administrative judge will say ok and issue the warrant.
The Article 3 Judge will say: "That's not a good enough
reason to issue a warrant, you need to show a good reason
of criminal activity or to prevent loss of life!" So no
warrant.
