The Supreme Court has said in a 6-3 decision that 

The tariffs are an illegal tax; therefore, as an illegal

tax, victims have overpaid their taxes, so the 

solution to obtaining refunds is to submit tax returns

that claim the tariffs paid as overpayments or payments.
