It is for these reasons that I would suggest that
Putin would have no need to recruit or work

He could take advantage of Jeffery's work at
developing kompromat of high-value targets.

I also note that if one has a large number of people
under their control over a lengthy period of
time, one has to expect that someone will
die, just as a matter of statistical happenstance.
So, it is not unreasonable to expect that there
may have been a death or deaths that would
occur even with our nefarious activity. BUT,
if any of those bodies contained evidence of
Abuse of any kind would provoke the urge
to conceal the event(s).
