It was wrong to change "Effectuate" to "Facilitate" because this was not
a foreign policy matter, it was a contractual matter, whereupon nonpayment
of the 6M /per year fee, the detainees would no longer be held. The SCOTUS
does have jurisdiction over contracts, for this to have been foreign policy \
Congressional approval would be necessary. Thus the Court can order
that the contract be terminated!
