One of the most serious troubles any democracy has is to elect
real "statespersons", people who look beneath the surface of
proposed laws/bills and devices what principles such actions
actually espouse/promote. The principles are actually more
important than the actual law because it gives rise to what
will follow by way of interpretation. For example the principle
of "a wall between church and state" underlays the right to
have freedom of religion, without such a principle the powers
of state can (and probably will eventually) fall into the hands
of the believers of one religion or another and that will be a
disaster to the right to enjoy religious freedom.
