They're going to need to set up drone stations near substations
and initiate regular remote patrols by drones, especially at the
start of any detected attack that occurs. It won't be cheap
but it is doable and it should yield results pretty quickly.
Send military tents to the border, set them up quickly and it's
better than nothing, especially in case there's rain.
