Two NY Republicans Urge House Ethics Panel To Investigate George Santos

Okay, so he says he's not a fraud, he just fraudulently misrepresented
himself.  So, he says he's just a fraud, but not a fraud, he's a person
who has committed a crime that's not a crime, and he's not a criminal
just a crime doer, this guy is talking out of both sides of his mouth
and not making the kind of sense he thinks he is.  It will be interesting
to see how Republicans react to having a criminal fraudster on their
rolls. Of course, since they're now a party centered on power for
the sake of having power, it's easy to believe they'll accept anyone
no matter how morally reprehensible they might be.
Question: When is fraud to obtain a thing of value not a crime?
