'We Will Keep The Pressure On' Russia, Says US Ambassador To The UN

I'm no expert but watching over the years since the collapse of the 

Soviet Union and the inability to pay soldiers, my guess would be

that Russia would not be able to pay the highly expensive costs

of maintaining a nuclear arsenal.  Wealthy as America is we have

had maintenance problems with our nuclear arms revealed, I doubt

Russia has found itself able to keep their nuclear arms up to par.
