To me, this means that Putin is no longer taking advice from anyone. He is paranoid beyond belief and he alone is responsible for the messy invasion. Had he given this responsibility over to professionals plans would have included supply and re-supply regardless of whether or not they believed that Ukraine would or would not capitulate quickly. Putin, obviously believed that since success was going to be easy (like Hitler who thought the
USSR would collapse if he just "kicked in the door"). Autocrats are mostly fools, their yes men make them feel irrationally omnipotent which in its turn causes them to make very bad decisions.
