Presidents used to be able to get people to cross the aisle by simply promising to sign their bills, unfortunately, Republicans don't have any bills that need approval so the President has nothing to offer to induce them to cross the aisle. Hey, wait, perhaps one could be induced to cross the aisle for a Presidential order. That would rob Manchin of his power.
