Any lawyer should know that matters at law are not done "off the top of the head" but are instead done by the book. That's what all those law books in their law libraries is about. Because none of the actions being taken/envisioned/dreamed up are "by the book", they are plainly and simply illegal acts/plans and conspiracies to commit crimes.
