Between Sinema and Manchin they'll simply play "tag-team" contriving dodges and excuses to hide the fact that they are out to totally sabotage Biden's/progressive agendas until Republicans can take back power. We've seen this kind of maneuver before in many a historical case around the world where obstruction results in blame of the party in power without regard of the reasons therefore.
