Actually, Texas has unwittingly given us the answer:
Obviously, they believe their "heartbeat" law to be unconstitutional which is why they attempt to dodge their own responsibility by passing it on to citizens.
The fact that they wish to dodge judicial review displays the knowledge of their culpability for an unconstitutional law. Otherwise, why would they
not stand for their own legal assertions?
