Trump hopes that he can trick the Dems into agreeing to some "nothing burger" package that takes the pressure off the Republicans who, like the government shutdown are being blamed for the lack of help by the public. Trump and the Republicans got off on the wrong foot by offering deep cuts to assistance and blaming workers for being too lazy to go back to work unless they are forced out of their houses by economic hardships, which the Republicans are now seeking to create. That's why they waited two months to even start thinking about the assistance packages, they believed they could somehow blame the Democrats for having proposed an overly generous bill. To people suffering, losing businesses and their homes, "overly generous stimulus plans" cannot be seen as reason to reject government spending bills right now, especially after the rich got tax cuts and big businesses got the forgivable loans.
