Neither Trump nor his foolish, unqualified "yes wo/men" have no idea which department(s) to send his order to, in order to have it complied with.  All he can do is mouth big talk, "we did this, we're doing that", but in truth he hasn't done anything but sit around and take credit for the things that other administrations have done.  He couldn't sit through the kind of briefing needed to accomplish fashioning any kind of process, procedure or order to do anything.
