Unfortunately Congress is not being respected by Trump's agency heads who are his appointees and captive supporters. Remember, he can make all those years of hard work and swallowing unpalatable affairs, in the effort to gain the pension, go for naught. So of course they're going to take the orders. Because there is nothing or no one to catch them when he slashes their pension dreams.
Congress needs to protect government pensions from capricious political savagery and they need to remind agency heads and other government appointees, who come to testify but refuse to make sense etc., that they risk having penalties imposed for egregious non-responsiveness.
