If true this sounds like a revenue enhancement scheme.
No human driver can consistently keep up with such
strictly enforced regulations; traffic irregularities will
not allow it. 3 to 6 mph differences are not something
you can maintain, since the lightest tap of the foot will
easily move a vehicle 5 to 10 mph while a lift of the
foot can allow the speed to drop 5 or 10 mph in seconds.
You cannot beat the machines; you will need an AI
assistant at the controls or get overwhelmed by fines
at every turn. On the bright side, however, good
lawyering will likely cause these rules to be relaxed
quite a bit and become more human-friendly, but
until then many are going to be wiped out by
quickly escalating fines and penalties before
they even know what they've done.
