The Reagan years revealed that the CIA used criminal activity
to raise funds for their other operations that could then be run
"off the books" because no Congressionally authorized funds
were either needed or used. Congress routinely ignores what
it does not fund, so if they're not required to fund things they
remain "dark" for all intents and purposes, unless like Iran/Contra
another related situation drags them into the light.
