His point is that if it's unlikely that a person will catch a disease
They shouldn't have to be vaccinated against it.  However, he cannot
Exactly quantify the chances that anyone might or might not be
exposed to a disease, so not vaccinating means that he believes
it's alright to gamble that you won't catch one, no matter how lethal
or crippling the consequences could be. If you think this kind of
thinking is sheer lunacy, you are 100$ correct.
