Harlan is a politically interested person who has an agenda that
is constantly before the court. He may not have a case before
the court that he is directly at contest in, but he does have
general political agendas that he has a peripheral interest in
where he also may have provided funding to a principal at court.
Thereby having an almost perpetual intense interest in court
decisions, which is why Thomas is garnering so much financial
attention from this billionaire who would otherwise not be interested
in him.
