Normally the accused are expected to make exculpatory claims,

however, when there is video available one expects those claims

to be substantiated.  When exculpatory claims are not substantiated

they fall into the column of "consciousness of guilt" where they confirm

that the subject knows that the conduct charged is illegal and that they

are falsely attempting to claim innocence therefore.
