Say you're the accountant of a multibillion-dollar company, why in the world would you decide to commit crimes on the companies behalf to save relatively inconsequential amounts of money?  Would you do so of your own volition? Would you think that would impress your employer?  Or would you fear being discovered by someone in some way and called to task for committing crimes that weren't substantially benefiting you?  But, if you were being employed by a crooked employer who had grown used to drifting and doing serious things to save tiny bits of money, even at the risk of him and his companies reputation, like not paying contractors and the like, then yes, as a "yes man" you'd probably follow the orders you were being given because that's the path of least resistance at the moment and few if any grifts and lies were ever called to be accounted for.  Trump stole relative pennies and reveled in the power he had to do so, much like Leona "Queen of Mean" Hemsley they believed that only "the little people" are called upon to pay the piper.
