Law professor: Trump could face lawsuits from Capitol riot victims

OMG, are you really trying to tell us that unless the President comes out and directly says that he wants to provoke a riot and/or insurrection there would be nothing that could be done at law?  Com'on, we know that criminals take every effort to conceal their true objectives.  Mobsters don't say "kill him!" they say "Take him for a ride."  What's so illegal about having someone taken for a ride, eh? So, Al Capone goes free because he didn't say "murder him" outright. 
Trump knows better than to say what he intends to happen because he has legal advisors who tell him that he must not say this or that.  He also has people who help him scheme to get around the law and get what he wants to be done, when and where it is possible to do so.
In this case, it's possible for him to do so by simply telling an outrageous, incendiary, and terribly provocative lie that does the work of inciting the crowd without him having to overtly declare what he intends for them to do about their distress.
