Which makes the case for physical keys to access critical data.  If, for example, one physical key is needed to access the data, then any attempt to steal it would require that an inside man be present on the premises making penetration harder and discovery easier.  If two physical keys are needed then two insiders are needed, and if the keys are held by another party, the need for three insiders or complex subterfuge to induce the misapplication of the key(s).  The point is that by requiring that and inside man or men (women) makes the task of theft exponentially more difficult and therefore more easily traceable/discover able.
