What Trump is accused of doing is undoing an American defensive action in the face of an active enemy action. Congress had decided it best to send a strong message for our biggest adversary to back off the Ukraine, Trump in effect, decided to roll out a "welcome mat" instead by impounding our message allowing the adversary to think we were not very concerned at all about their designs to intrude on another sovereign free nation.
