Only the President could order the aid withheld, why would anyone want to illegally withhold the aid? If Trump had some legal reason to withhold the aid, why would they have to keep it secret? Of course, there's no way for Trump or any of his sycophants to defend against any claims/accusations because they have a history of lying to everyone and even under oath before Congress. If Trump is going to defend against the charges he's going to need someone of high standing and credibility to speak on his behalf. No such person would sully their reputation by doing so, because Trump himself cannot be trusted to back up any defense one might provide.
