Impeachment is not a legal device,A it is a political affair. As a legal device facts would be enough. As a political affair, the parties must be persuaded that it is in their best interest to act. Thus, if you move ineffectively, you not only lose the affair but you may also undo yourselves, since your failure to accomplish your objective can be seriously used against you.
