Look, UV lighting isn't like a deadly gas or radiation. If you bathe a public area in UV lighting, that sterilizes the air and area, you have the people who wish to stay in that area, wear protective garments. They want to socialize in a bar or attend a movie theater, a play or other event. Have them wear protective gear and bathe the area in high intensity UV.
