Yes, most of this "bailout" money is going to wind up in the pockets of landlords because many people are renters who pay as much as 50% of their income for rent.  These landlords, in turn, will pay their income to the banks and financial services, none of whom are being asked to contribute to save this economy from which they benefit so greatly while sitting on their assets and simply collecting the checks.
