Once it was enough for those in power to simply rule all the time and govern only sometimes.  The world wasn't as interdependent and technologically tied as it is today.  Today people with power are now expected to govern instead of merely ruling.  That means they must be knowledgeable and/or skilled enough to both hold power and able to bring people together and keep them together.  Same goes for the right to hold immense wealth. Wealthy people have the right to hold immense wealth so long as society and the world benefits from having them hold the power that immense wealth brings with it. Because immense wealth brings with it immense power, it is important what such people do as a metric for society to allow such fortunes to continue to exist.  After all, who would want to be ruled by an unelected holder of power? And yes, the world is beginning to think about such things. It's not that anyone is against people holding wealth, but at some point, the wealth becomes immense enough to be a political power in its own right.  Obviously, that might become a problem for people who have ever had to fight for their freedom.
