This is why we need "Inclement Circumstance" Laws that protect
people from the hazards of unfortunate circumstances:
No evictions/collections of rent during strikes with required negotiations
for repayment of arrearages.
Easements of rules for people living in disaster areas. (Such as HOA
restrictions and/or tendency rules and regulations.
anything else you can think of.
