Trumps whiplash of indecisive, "open/don't open" suggestions, orders, invective etc, has left the nation divided into a hodgepodge of local and regional plans which make no real sense as effective solutions.  Obviously Trump and his Republican cohorts are uncomfortable with having to bail out the have-nots who they have allowed to be destroyed.  Their last bailout plan having been discovered as having been scarfed up by wealthy public corporations, leaving little to nothing on the table for those who are really in need of help and who were, at least rhetorically, the intended recipients.  Republicans have no idea of how to handle the details needed to achieve the intended results.  Like their "healthcare plan" which does not exist, they have no idea how to write one if they wanted to.  Reopening, is their only solution to avoid having to write another anti-Ayn Rand, social program. In the end nothing will work, they've created an unholy mess of counter intuitive local and regional struggles, with little hope of succeeding in stopping the spread.  We're going to suffer because of their ideological lack of concern for the common good. They've made a "net" with holes too big to catch fish.
