This was not a normal investigation where the targets are entitled to secrecy if they are not to be charged. This is an investigation of national scope and importance where all the people who could have been accused are known, as well as what they could have been charged with but were not.  It is of paramount importance that the nation be able to have faith in this report. Full disclosure, is the only way to make that happen. After all, why did they commit perjury to conceal matters that they thought or knew to be perfectly harmless and legal?
