The Congressional Oversight duties of the executive is tooo burdensome! Therefore the President should not be bothered with or by Congressional Oversight period, he should be free to do whatever he wants to whomever he wants to do it to or with. If you don't believe me just ask Vladimir Putin, who has done away with oversight by anyone for exactly the same important reasons.
