Manchin, I always believed, was a Republican saboteur. He was never on the Democrat's side but merely voiced whatever he needed to say to keep everyone off guard while enjoying his time in the limelight. Had his 1.5 limit been met he'd have only reduced it more, step by step obstructing and dissembling. It used to be that we could count on a few Republicans to cross the aisle which would have robbed saboteurs/obstructionists of their thunder.
