The thing about vaccines that the public doesn't understand is, the most important thing about getting vaccinated is not about saving the lives of those who get it, it's about stopping the virus from morphing. With fewer people vaccinated the virus can mutate more often and there are odds that we may get an unfortunate mutation that is even more deadly than the one we have. Obviously, a more deadly and highly transmissible virus can do a tremendous amount of damage to the world. Unfortunately people ignorant of these factors would rather roll the dice and see what kind of end game we get.

While there's no doubt that an ex-KGB/FSB agent lives on information, Putin is far from being just an ex-agent, he's a 20-year dictator who can pick and chose what he wants to believe and who he can trust to accept information. It's only human nature to choose not to hear bad/adverse information and appreciate good info, when you have dictatorial powers, it's hard to find people to tell you the worse without sugar coatings and such, so yeah, you become misinformed as a matter of course over time.
