It would be nice if Republicans (conservatives) would speak this forcefully about gun control, eh? The "reform" Joe is speaking about is giving nonviolent crime perpetrators alternative bail options. Of course, Republicans would like to see shoplifters shot on-site without further review. No one is suggesting "willy-nilly" forgiveness/release of criminals, they are suggesting that Judges have alternatives when and where alternatives are proper. As far as "rushing" goes, "three strikes" was a "rush" too far.
