As a general rule, the 5th is expected of lay people who may not be well versed enough in the law to be able to discern what of their offers may or may not be a crime, we certainly do not expect it of a legal authority, even less of a highly placed legal authority who we expect to be extremely well versed in the law and who will also have the advice of counsel to rely upon. Thus a blanket claim for 5th amendment protection by a high law enforcement lawyer we have real trouble with that.
