Luntz is smarter than this, he knew what Trump was before he cast his lot with him. Like Bush, Republicans weren't interested in what was good for the nation, but only looking for someone who would let them get their own way. Bush was inattentive, incurious, politically and militarily ignorant enough he could be easily convinced that it would be easy to "nation-build" countries easily conquered.
Luntz realizes that his pick was a disaster and threatens to ensnare him and/or decimate his political connections, thus he is attempting to repair the damages in one fell swoop. He's a very smart cookie who should never be allowed on the political scene again. (As you listen to him be careful not to miss his repudiation of his own internal logic)
