OH WAIT!!! Roberts was seriously wrong in his judgment that
"facilitate" was a better choice because it might get into
foreign policy. That was a wrong judgment because of the contract
where 6 million per year was to be paid to keep the men there in El
Salvador. A contract by the U.S. with anyone is within the power of
the USSC to review.
