I'd say— that those left with no choice but to resign in order to refuse an
unlawful and/or unethical order — have a serious set of grievances that
demand redress/ judicial review. Anyone heading the DOJ must be able
to determine the ethical from the unethical and be, therefore
unable/unwilling to force such choices upon the inferior officers on
behalf of their superiors. Such superiors should have resigned themself.
