The thing about the businesses taking their profits offshore to evade taxes
is the same problem that Pirates had to deal with. They became
Buccaneers because they needed a home base, a refuge from the
world, without it they lose the leverage they need to keep foreign
governments at bay. Otherwise, they would be ravaged by governments
that offer little to no personal protection from government sanction.
