Please stop saying "he will govern", because what he will be doing is ruling not
governing! He doesn't have to suspend the Constitution all he has to do is
get rid of the people who know, understand, and are loyal to it. Laws written on
paper do not enforce themselves, it takes knowledgeable people to do that, get
rid of them and there is no effective Constitution because there's no one paying
it any attention. This is exactly what Hitler was successful at doing to Germany,
with all forced to pledge loyalty to him and ousting those who refused, he ended
the German republic from within.
