We have spies deep inside enemy territory pretending to be someone
they aren't. When there is the slightest possibility of a program being
compromised it is pulled and shuttered without pause to confirm. The
mere loss of control of these documents has to have resulted in damage
to our intelligence programs because they cannot afford to wait for them
to have been breached. Of course, the intelligence agencies cannot
tell us about which programs were compromised because there is
always hope that a really valuable program can be revived.
