Navarro and Co., put the cart before the horse, before one gets to do the things they were trying to do they first needed to have good hard non-contestable evidence. The evidence needed to back their claims does not exist, so they are acting on false claims. Well hell, anyone can make false claims to justify any action they take, that does not mean that what they did was justifiable.
As far as shipping the records down to Mar a Lago he's trying to set up the excuse: "The alligators ate my records". Hahaha.
