The McConnell plan seems to me to be, let's waste as much time as possible until the Democrats lose power. So, let's go back and fourth over fruitless "negotiations" that we'll never agree to in the end and count on our two conservative democrats to help hold them at bay until we win back in 2022. That way we will finally fulfil Tom Delay's work toward that Permanent Republican Majority. Of course, that will also mean the end of our democratic republic and create a new authoritarian regime. Do not worry, the new regime will not devolve into a new holocaust, despite it being led by white supremacists, nationalist and Klansmen.
