The gist of the complaints seems to imply that there was some sexual component to these reported actions. I feel that the reason they went unreported for so long was because the recipients knew that these were non-sexual "social salutations" of sorts, middle easterners kiss each other, I'd be made uncomfortable by this custom, but I do know that it is a custom, just not one I'm accustomed to so cie la vie, eh?
