In the 20's, 30's, 40's and such, civic pride, shame, honesty and morality would have worked to keep people "in line" according to the President's grading. Today it's all about money, nobody is really a person, you are either a wallet, a credit or debit card, nobody cares about morality except as an argument's high standing phrase.
